Fan theory. Pokeballs are capable of catching Pokémon and shrinking. What if “catching a Pokémon” were inducing an effect that renders the Pokémon unconscious until the Pokémon is “captured”. Through this the Pokémon is shrunk down. Also it needs be be able to stay in the storage system. It would stand to reason that the poke all could limit the size of a Pokémon it sends back out. But what if after the Pokémon is captured, the poke all becomes able to control the size of a Pokémon? After all, it has to be able to send out and pull back in a Pokémon. Thus, your wailord is tiny.

I assume it's because Johto is built against Grass types, so for playing the game Chikorita is the worst option. Immediately weak against 3 Gyms (Flying, Bug, Ice) and resisted by at least 1 of them (Dragon). Kanto was built against Charmander, but that was seen as a challenge instead of a nerfing.
