What about a VStar Power ABILITY (like Lugia VStar)... can I use it VStar Power from the bench? Can I use the V Ability repeatedly once I activated the Vstar Power?

Yes you are allowed to use Palkia vstar power even though it’s in the bench (attached up to 3 water energy to your Pokémon whatever you like)
