The reason they put them in the expensive hotels is because the hoteliers have good contacts with a lot of MPs which actually put money in their back pockets to keep the hotels afloat. Many SIA test centres "guarantee a pass"... meaning the tutor sits next to you and gives you the answers. the SIA is pointless. In my last job we regularly had people who would fail for firms tests scoring 10% and then miraculously get their licence after paying for their own tests.
