Trooper's Narrative (edited):
On 5/18/2023 I, Trooper Shane Caviness, was patrolling southbound on Interstate 530 near the 24-mile marker. While
patrolling, I observed a black passenger car approaching me in the left lane. As the vehicle caught up to me the operator, later
identified as Christopher Monroe, began slowing to approximately 65 MPH in a 75 MPH zone, traveling slightly behind me, in
an apparent attempt to avoid passing me. After traveling a short distance, the operator began to accelerate and overtake my
position. The vehicle's tags expired in Jan. 2023.
I approached the operator from the passenger side of the suspect vehicle, introducing myself and informing him of the reason
for the traffic stop. As I did this, I could smell the odor of marijuana emitting from the passenger compartment, and I could see a
partially unzipped backpack sitting on the passenger seat. Inside of the backpack, I could see a large bottle of alcohol, which I
believed to be whiskey, that appeared to be open due to the contents not being filled to the top. Also, inside of the backpack, I
could see what I believed to be a vacuum sealed bag along with other content. I attempted to identify the driver by asking for
his identification. As we spoke, I could see that he appeared extremely nervous. His hands were noticeably trembling, and he
would continuously touch his face and legs. He then reached for the backpack, and briefly rummaged through the contents
moving his hands around the tops of the contents of the bag. After superficially looking through the backpack, he stated that he
was unable to locate any form of identification. Due to this, I asked the driver to exit the vehicle so that I could have him write
down his name and birthdate on a piece of paper. He complied and exited his vehicle. As he stepped out of the driver’s seat, I
asked if he had any weapons on his person. He informed me that he did not and emptied his pockets, revealing his keys in his
right pocket and a large stack of money, with a $100 bill showing on the top, folded in his left pocket. I then directed him to walk
towards my front bumper and sit on it.
I retrieved a piece of paper and a pen from my patrol unit and informed him to write down his name and his birthday on the
paper. He complied with writing down his correct name but wrote down the wrong birthdate (9/21/81), preventing me from
successfully identifying him. I confirmed that the information he provided was false by asking Troop E dispatch to run the name
and birthdate. Troop E dispatch informed me that they were unable to get a return as well, confirming my belief that the
information the operator had provided was false. I then retrieved my mobile fingerprint scanner and fingerprinted the operator. I
again informed the operator to sit on the front bumper of my patrol vehicle, as I awaited the fingerprints to reveal his identity. As
I waited, I noticed that the operator seemed more nervous, constantly watching me, and glancing back at his vehicle. Just as I
received the return on the operator’s fingerprints, I heard him say something then run back to his vehicle. The operator then
entered his vehicle and began to flee southbound on Interstate 530.
I began pursuing the vehicle, activating my siren. I attempted to take advantage of the slower speed of the suspect vehicle as it
accelerated, catching up to the vehicle and attempting a tactical vehicle intervention (TVI). As I did this, the operator
aggressively applied his brakes, causing me to drive past him.
The suspect then exited the
interstate at exit 27, turning left onto Gravel Pit Road and then turning left again onto Interstate 530 northbound. He continued
fleeing northbound at speeds exceeding 140 MPH as he swerved around cars. After traveling approximately 15 miles north, the
operator exited the interstate again at exit 12, merging onto the exit ramp at approximately 140 MPH.
Due to the speed of his exit, I decided to apply my brakes and overshoot the exit to prevent a crash. I then conducted a U-turn,
circling back onto the exit ramp.
Suspect was identified by his fingerprints and will be charged with:
Driving on a suspended license
Speeding - more than 15mph
Failing to present driver's license
Expired tags
Possession of controlled substance
Felony Fleeing
Open container
Reckless driving
Obstruction
Failure to use turn signal

He's driving a Maserati Levante Diesel SUV, which is a heavy sucker weighing in at almost 5k lbs. With the diesel engine only putting out some 270bhp, it takes 7 seconds to get it to 62mph, and has a top of 143mph. Had he driven the Levante Trofeo with it's 590 bhp 3.8 litre V8, it would've been 4 seconds to the 62mph and a top of 189mph.

Man that road grip is insane. The way he swerves to keep the cop guessing. If it wasn't a Maserati or similar god-tier car he would have killed himself attempting those maneuvers at that speed. It's only possible to truly appreciate a vehicle while watching it through an officer's dashcam as the offender attempts to play GTA for real.

But they got him two days later, with a bunch of drugs. DEA charged him. Second time he was in a new truck GMC pickup: LITTLE ROCK (KATV) - Arkansas State Police released the police dash camera footage on Friday of them pursuing a suspect in a high-speed chase on Saturday. Police seized over 900 grams of illegal drugs after the chase ended. Police were chasing 42-year-old Christopher Monroe who had a felony fleeing warrant out of Rockwall County Texas Sheriff's Office. Monroe also had a felony narcotics violation warrant out of the Sherwood Police Department.

No way. This is simple stuff. You don't go up someone's as$ in a chase because you can't react when they pull a stunt like this. If you don't have backup, keep a distance. How are you gonna jump on the exit if the cop is 40 yards behind you? Swerve on it. Jump on it, do a 360° spin on it. Doesn't matter the cop will always effortlessly get on the exit with you if he just keeps some distance. If the cop is up your as$, he cant react. Don't be up someone's as$ if you don't have backup. The cop messed up. Literally nothing fancy was done here. Just a cop who was crazy desperate to end the chase while no backup was around. What if he pitted the guy and crashed too and his car lit on fire? The cop is a retard, plain and simple. Follow from a distance and wait for back up and all of the sudden this move is not longer possible. Didn't want to wait for backup and now everyone knows he's a crack addict for unsuccessful PIT maneuvers.

You can be instructed to exit your vehicle under any legal traffic stop without reason nor rational given-laws the vast majority of those in this Nation have had written by their elected officials. If you can't produce id, which is required as one of the stipulations of your privilege to drive, then other steps such as fingerprinting on the spot-or at the station-have to be complied to. Now keep right on believing your childish 'he said she said' laws-and TRYING to create your hatred that you lefty maggots need to dine on for your life sustaining ROT-you'll just be including yourself for more charges with the LEO, and leaving yourself hungry if the hatred you create is as weak as your attempt here.

I don’t think this is skill. All he’s doing is random swerving. He can certainly drive better than this cop though. There is no excuse for losing this guy. This cop should’ve seen that “brake and exit” move from a mile away. He was following from a distance that would make it possible for him to follow him off the exit. Cop needs to go back to pursuit training

Sport cars with good suspension tune can turn on a dime at high speeds like these. That is exactly the maneuvering he was showing off at the beginning of Chase: good brakes and handling, yet still limited to standard sport car limited speeds.

Main highlights: Why not take the keys/key fob as soon as he exits the vehicle. The police cruiser tops out at 141 mph, The ass-scratcher gets away.. Quick-exit x 2 . Sanitize that pen and finger print machine. 😲🤭😆

Because expired tags is a very minor traffic violation and the driver has no reason to run, nor would the police have the right to ask that over this common infraction. That’s like saying put keys on he roof for running a stop sign. Police can’t do that even if he exits the car, it’s too heavy handed

@@alexmendoza9869 weight and weight distribution (front to rear) plays a big part in vehicle stability. You got tire compound as well. Many factors that contribute to vehicle stability, there are rwd cars that are far more stable than some awd cars.

You troopers need to get you a canvas-covered two foot long mini-spike strip you can carry in your cabin interior. To then come around on the passenger side and throw under the rear passenger tire for vehicles anywhere close to a match for your cruiser. The perp won't see you place it since you are blinding them with your spot light.

Yup! Police does that in some countries, when they suspect the person in the car might run, and it works incredibly well. Once they take off they have a flat tire and will not get far. I've only ever see it done once or twice in police videos from here in the US, and it's a shame given how effective it is.

Officer got caught twice with the last minute exit move. He needs to hug that side of the road closer when coming up to a ramp. As an expert video watcher of ASP chase/pit videos, I have learned from the best. I had no idea you can do a fingerprint scan on the road. Pretty cool.

Excellent swerves, good job, he deserved to escape based on those 2 maneuvers. This model of Maserati is a higher end and more valuable, and it definitely helped here. Most people don’t attempt that style of escape on the interstate, in Arkansas out of all places, lol. Usually you don’t see Maseratis in police chases either.

So you've been there and done that-in a barbie mobile perhaps? I raced for years, always worried about doing the bump and run every time for two reasons. #1, no matter how it worked out it was dangerous for myself and the receiver, no two were ever the same. #2, was frowned upon by us drivers and the sanctioning bodies, but sometimes it was necessary to avoid having the one behind you do it to you because you're not getting around the one ahead of you holding you up. You ever notice they usually get in the other lane instead of directly behind the fleer when they can? Better view of what you're approaching, not as likely the maggot will brake check you.

This cop just doesn't learn. If you are in close pursuit, don't hang to the left. The guy can only jump off to the right. Secondly the video clearly shows the trooper slow down way before he ever put his lights on. Thirdly read the description of the troopers report clearly stating the vehicle tried slowing down from 75mph to 65mph getting the attention of the trooper as to why he was doing that and then accelerating quickly to get ahead of the trooper when slowing didn’t fool the trooper. So what you two are really trying to say is he racially profiled him when you refer to it as a “set up”.

Very impressive driving on the guy that got away especially taking an exit ramp twice at over 100 mph.

I cannot believe this Trooper fell for it twice. He did not anticipate him maybe taking an exit ramp when it came up, which is why he got away.

If I’m a cop, the car will be shut off, keys removed from the ignition on every stopped car, before anything else happens, period. Also, the trooper lost him in the chase because he was following way too close for 140 mph. Hopefully he will learn from this one.
