High LH levels are caused because of rapid GnRh pulses (rapid GnRh pulses favors LH and limits FSH) and in this case obesity can be the cause of insulin resistance.

Insulin resistance due to genetic, distrubed life Style lack of exercise,sedentary life Style, eating junk food causing insulin resistance which stimulates ovarian theca cells to produce more androgen and it gives positive feedback to LH production

In order to product progesterone, follicles must grow. Because progesterone is synthesized in dominant follicle near ovulation and in corpus luteum after ovulation. If follicles don't grow(decreased FSH) and undergo atresia, it means there is no corpus luteum and no progesterone from it
