Some popcorn may be open pollinated, but normal, commercial popcorn isn't.

How do you check for 14- 17% kernal moisture ?

Luckily grain moisture testers are a thing. We have a handheld one to use in the field, and a larger one that sits on a bench at the shop.

Close to a tree line deer will do a number on it more so than regular corn I think. Raccoons like to haul popcorn cobs away into unused buildings.
