Madam, I can't afford GPU, can I run Houdini simulations over processessor only with i9 latest gen or ryzen 9

It should be alright, turn on Karma CPU and keep the minimal amount of lights to speed up performance and on the Karma Render Settings node, set it to a lower resolution so your viewport will render faster. Only on the USD ROP Render node, that's used when u actually render to disk, u can set that to a higher resolution. Because you don't need high resolution on lookdev. The objective is to speed up performance during development. I hope that helps!
