no, he doesn't. Sorry, dude but you got it quite wrong. Muscle fatigue has nothing to do with blood flow, or "a lack of oxygen". There are different kinds of muscle fibers in a muscle. Some of them work only aerobic, some of them only anerobic and there are types, which can do both to some extent. If you perform movements against higher resistances, a lot of the anerobic fibers have to get activated and accumulate lactic acid, which counteract the aerobic and anerobic energy pathways through its acidity.
