Am I allowed to ask for past vet records before paying for the prepurchase exam; just to get a rough idea of the health of the horse so I don't get scammed by a potential ill-meaning seller?

yes! they aren’t legally obligated to show you but normally they will. if they don’t then it’s a big red flag
