I'm pretty sure all mobile device CPUs already use arm instruction set architecture (ISA). ARM used to stand for Advanced RISC(Reduced Instruction Set Computer) Machine. From my understanding, CPUs for PCs (typically use x86-64 ISA these days) have been adopting features from arm CPUs over time. Because arm is designed to be power efficient, so mobile device CPUs can use them. These days there are CPU manufacturers that are designing CPUs implementing arm architecture, that aren't for mobile devices. Arm is not replacing x86-64 any time soon, as far as I know. I'm not really a techy, if someone reading this that knows better can correct me if I said something wrong, I'd appreciate it.

Sort of, ARM has been getting more and more popular in computers for a while now. Macs now all use ARM based Apple Silicon, Windows has had ARM support for a while but it's only just starting to get decent with decent SOCs (System On a Chip) behind it. In terms of mobile, yes it has been dominant for quite a while for those efficiency and scalability reasons, although x86 phones used to exist (and earlier iPhones had a ton of x86 cores in them it's WEIRD). The question of ARM replacing x86 is an odd one though. Right now the writing seems to be on the wall for x86, it's hitting thermal efficiency limits and having to pump core clocks to keep up, but x86 is nothing if not versatile. It has, after all, been around since the 70's, outlasted all of Intel's own attempts at successors, and outlasted PowerPC, its previous biggest competition that for a while was in the same spot ARM is in now, so who knows. As a NERD, I really like what ARM does, but the reliance on being a fully packaged SOC for its incredible performance means that there's no real expandability (see Apple Silicon), and while that doesn't matter for most people it definitely matters for me so I still prefer x86, warts and all.

I get the feeling it's more pragmatism than integrity. Valve take forever to work on projects and AI is developing very quickly right now, the only reason they're saying no right now is because anything they work on now will be outdated by release, or caught in a perpetual development hell as they try to keep up with current developments. Banning games with AI content will only extend to indie studios and asset flips, they won't be turning down that AAA money. If they end up doing so then I'll agree it's an integrity move, but I know for sure there are probably some AI projects floating around at Valve already, they're just waiting for the development of the tech to stabilize.

Arm might be interesting. But as far as I understand, a reduced instruction set aka RISC might be very efficient, but it requires software to be codes specifically for this ris architecture. Correct me if I'm wrong but as far as I know RISC is also quite a bit slower outside of it's instruction set making it less suitable for games.
