_Possibly,_ but I would point out that it's on the side of the room that _isn't_ affected by Alastor's powers -- that greenish glow along the floorboards marks the edges of his 'renovations', which would suggest that most of the rest of the decor is original, i.e. either Charlie's or Lucifer's handiwork. I can't rule out the possibility of Alastor adding items on his own, but the items that look most like his aesthetic are the skulls and skeletons and the radio on the bookshelf. Having said that, the clear visibility of the picture isn't by accident -- _nothing_ in animation is done by accident -- so there's likely some significance to its placement on the wall.
