There are multiple books where he partners up so not sure how many of them you've read. The book Bad Luck and Trouble which this season is based off of is perhaps the most notable. At the least it has the biggest group of partners.

In my experience reading/watching jack reacher, all the villains are weak more or less. They all seem to stumble (almost luckily) upon a pretty good plan to make a lot of money, and all end up looking very weak when someone strong figures out their plan and stops them. It's kind of most satisifying that way because almost all the villains beg like little babies at the end lol
