I suppose, it was a winding failure due to crappy manufcturing. So its just a workaround to reduce the power and friction. Sometimes they sell you reject goods at AliExpress...

wonderfull that 2 caps in series ar half the value, while too resistors is series are double the value. And vice versa. Capacitors and resistors have a interesting relationship. A capacitor can act like a negative resistance, reversing the amps when discharging
