Are you mad? Did it seem like Alicent was on board with killing Rheanyra? Plus who isn’t a hypocrite in the show? Rheanyra wants a life for a life but didn’t allow Alicent an eye for an eye which is originally what pissed off Aemond and eventually got Luke clapped.

Also killing an envoy is also considered dishonorable. And it was the initial act which makes it twice as bad. Both from the point of view of outsiders tarnish their factions image.
