Sett is a bruiser though. He also had nearly full gauge against an ADC that does not build health or has minimal tank items

Sett isn't an assassin, he isn't a tank, he's a juggernaut. Look at Illaoi's R damage, or Garen aswell. Sett is true damage, area of effect, but has to take half his HP bar as damage taken to output that value.
