17:06 that is due to the fact all vehicles (and AI) are handled server side and the server was dying, you can see the server FPS counter is red. This also happens sometimes when the server is fine but the driver has low FPS.

sadly PS5 users cant host, either need to get a PC user to host or join one of the empty official servers

I see him playing with atleast 3 others PS players. Was it possible that he had a PC player set up the lobby? Or is there a possible workaround?
