I have a 3DS XL with old firmware on it for Ninjhax. I bought the japanese version of Rhythm Heaven Megamix because at the time Nintendo hadn't announced an American version. I was able to 100% the game just by booting it up from the homebrew menu

THANK U. I bought an European copy of Puzzle bobble ( or bust a move 😢) because the American edition is so ugly. And had the exact same issue. Problem fixed thanks to you

Does this also work with different region games asking to accept the agreement/TOS? I've seen many people having this issue online and a couple of mine aren't accepting the agreement.

Don't know, but I imagine it'd be possible to get whatever version of Bank is for your region anyway
