If you get a 2 with a red circle and reroll to get the 2 with a red circle again, do you do another reroll? Or does it upgrade to 3?

Sure, there's lots of cheap options. Ancients are only 45. If you get a standard block set or make your own, Brandywine only costs 34. Monmouth is only 13. You can get discount codes too for helping us share stuff around on social media. If you demo one of our games at a convention you can get one for FREE!
