Are they a hybrid security and police department? My hospital is, I work on the police side of the department.

They are a public safety service due to their large facility. They offer security services but they do also have a police side that responds to threats, accidents etc on and near property. In the state of PA departments are allowed to operate a dual public safety/ security service.
