If you look throughout the video there are cone shaped rocks in between and on the outside of the massive stone slabs and after seeing another video of snorkeling the Bimini road I think that’s what all the stones were balanced on when they were originally placed creating a level roadway for the civilization it was a part of

I’ve snorkeled and my son dived on the Bimini structure. If it’s natural I’m a monkey’s uncle... And I agree.it looks like a harbor road/port to me
