You can also use a cheat toolpack mod with puppeting tool so you can get the same thing with any number of countries. And if it hasn't changed since I played a few years ago then puppet of puppet doesn't care about his overlord's overlord, same with bigger chains, but idk, haven't played hoi4 in quite some time.
