Also, the Russian Constitution prohibits PMCs expressly because of a situation like this: PMCs in an authoritarian state are inherently untrustworthy to the political elite. Putin, however, decided to reclassify Wagner as something other than a PMC so that it could legally exist; the legal "semantics" trick was just too cute by half. No it was exposed a month ago. If Prigoshin had any reservations about standing up to Putin and incompetent military leadership, he likely came to realize after the incursions near Belgorod that if he made his own move any military opposition would be flaccid, at least initially. If Putin is going to quell this "mutiny" it's likely going to have to be with troops from out east who are clueless about what's really going on, and it will take some time to mobilize them.
