Eisenhower was a staff officer who regularly dealt with Congress, and, as Supreme Commander, he had the task of organizing the effort, the generals on the ground were Bradley, Patton, and, Montgomery. That, is why Eisenhower had a good presidency. Hodges would make a great secretary of defense, not a president.
