After paying property tax & other taxes for amenities it is not fair to charge on percentage basis. Or else the registration charge should be shared by owner & tenant.

Tenancy registration @ 1% of the rent . Innaiku 1% start agum. Later may be increased. Why should there be such charges? Who will limit that?

Most of the land owners advance not returning.they says some reasons and adjusting maximum advance amount.if u insist for agreement, (then no chance for getting portion) They will say no receipt for rent now a days for a small portion they demands maximum rent and15- 20 months advance(not all). And they will enjoy the money. Getting back is very very difficult. (Very little chance only) And finding new tenent for again more rent and advance. Many things are there sir.
