Yes, there can be displacement for a uniformly moving object in the absence of any force acting on it. Suppose an object is moving with constant velocity, the net force acting on it is zero but there is a displacement along the motion of the object. Hence, there can be a displacement without a force.

Because In the first law of motion it is said that "every body will be in rest or in motion until and unless an external force is applied to it". Here the object is in motion so it will be in motion unless an external unbalanced force is applied to it. That means when force is 0 then also there will be displacement.
