A possible explanation about China: there is a general "governance philosophy" that many chinese entrepreneurs follow, and possibly so does the government. It roughly translates to "strict in legislation, lenient in execution". Basically, write the rules so that they cover all the bases, but enforce it on an as-needed basis. They may cry "ban crypto", but if it still brings money into the country, the government is going to pretend like they don't see it.

Hey rob, you have to stop saying 1 country 2 systems when talking about Hong Kong. The communist party of China has been degrading Hong Kong’s rights since it went back into their control, now to the point that from many perspectives, Hong Kong is just another city of China. No freedom of the press, no freedom of speech. Hong Kong still has better investment opportunities, which is the most important for this channel, but I’m sure that will change soon. Regardless, saying 1 country 2 systems is now a propaganda statement from the CCP to allow for foreign investment into China and thus the communist party. That being said, in mainland China, you can just bribe the police easily that they don’t stop you from mining bitcoin. The only way bribing won’t work is when Xi jinDickhead says “we must put a stop to [insert whatever crime]. And after 2 months when the police “stopped” the crime, it’s back to bribing and corruption again.
