"Hard parking mentality" likely means having a fast car but not really doing anything with it other than profiling around and showing off. On one hand, I fully understand wanting a cool car but not wanting to put yourself/it/others at risk, but on the other hand, at some point the car ceases to be a functional object and instead becomes a pure status symbol. Phrase can also refer to modifications geared more toward *looking* fast than actually *being* fast. Other subcultures have equivalents which may be illustrative. Gun culture, for example, has the tacti-cool mall ninjas who put 10 pounds of attachments on a 5 pound gun and still can't hit the broad side of a barn from the inside.
