For PhD programs? As early as possible. For master's, it's doesn't make much of a difference whether you do or not.

The second half of October might be a bit late, but that depends on when your deadlines are. I recommend writing the exam approx 2 months before your earliest deadline.

Generally, the GRE is required by most universities in the US. There are only a few colleges there that don't ask for it. Those tend to not be very good ones.

You can send in your scores but it's unlikely they'll be matched to your application after the deadline is closed, so it's not recommended.

It's still possible to apply to college. You'd have to request official transcripts from the college before you get your degree certificate, and then send that to your university.

Not all unis accept Duolingo. If you're applying to American universities, your safest bet is TOEFL. IELTS is accepted by most there, but not all.

I recommend that you take some time to get publications first before you apply. That's the best way to get a great PhD admit. If not, you can still apply but it might be difficult to get into a good PhD program.

That's not a great score so don't send that. If your GPA is low, then yes you should probably write it again, get a higher score, and that will help compensate for your GPA a bit.
