Does the road of which accident took place matter? Like is a person aligible to claim if the accident took place on a municipal road not National road?

Getting an accident on 2017 n 2019 they give interim, everything is straight after i was convinced that i must not take lawyer. But now file was closed when i was clearly told that is a portion. Now they called telling me about x and s which i don't understand must i enquired a lawyer coz both my hands are not working and i was a bread provider.
