Actually, the beach episode is often used as a way to SAVE on animation budget. If the animators are lagging behind or the budget is getting thin, just throw in an episode with several minutes of nothing but pan shots over girls in swimsuits. A pan shot requires no animation, so it's super cheap and the viewers don't usually complain much about getting to look a little longer.
