Will this work with red chilis, too? I can't find green chilis easily, but the red ones are everywhere :D Thy look pretty much like these green ones and are not too spicy.

you can use pretty much any chili, they often use green chilies because they're a bit more crunchy and not as spicy as the red ones and they're a bit more sour, bitter, and have a more mild flavor overall. Similar to bell peppers though they're pretty interchangeable most of the time. Even in India they use a handful of different chili peppers which are all often just called "green chilies". You can also use Serrano chilies or green Cayenne as a substitution since they're pretty available in the West and have a similar heat (Serrano's are more mild, Cayenne's are hotter). Just try to find a pepper with similar spiciness, most Indian green chilies are around 20k-30k scoville units.

I've heard of a few substitutions you can use, the most popular being 2 table spoons of vegetable or canola oil with 1 teaspoon of dry mustard (like Colman's). You can also try 1 tablespoon oil plus 1 tablespoon of mustard paste (like dijon, not like the yellow mustard like French's). Mustard oil is fragrant and has a distinct flavor, it's not a neutral oil so the difference between mustard oil and vegetable oil is like the difference between extra virgin olive oil and vegetable oil. Ultimately it's not that big of a deal since there's already mustard in the recipe and it wont be a major change since the spices and the chili peppers are very dominant flavors while the oil is more of a casual undertone.
