I'm trying to upgrade my Dell Optiplex 3020 to 16GB DDR4 RAM, but one stick says CL17, and the other says CL15. Is it ok to use them in my PC?

Technically yes but it's not recommended. Firstly you could experience instability or even BSoD's. And secondly Dell has a reputation of mixed ram incompatibilities meaning the laptop might not even boot. I'd recommend getting the same model RAM, but if you reallllyyy need the upgrade at cheap you could try it out and see hwo well it works. Goodluck brozzer
