Mirrodin Block Limited is so full of weirdly effective trashgarbage like this. This card in particular is very reminiscent of Swooping Talon from Legions thanks to the cost size and effect of it

Probably to use slush art. Mirrodin was the only block where they commissioned a bunch of art BEFORE making the cards, then tried to use them all over the course of the block.

The best P/T rate for 3 generic mana with no downside is 3/3 or 2/4 in Crystalline Golem and Attack-in-the-Box, so a 3/5 for 3 would be pushed
