My GE double wall oven: Bottom door is locked. It has completely cooled. No power is showing after turning off breaker overnight

If the control panel is not lighting up after turning off the breaker, then you would need to replace the control board. You will need to locate the model number of the appliance to locate the correct part number.

Can you just take the self cleaning off the stove just have a regular stove

I forgot to take the racks so I stop self-cleaning to let it cool off and will restart after racks are removed is it okay to do this?

Keep the racks in. They come out looking brand new, and they can use cleaning as well

@@appliancepartspros no, used it the night before. The next day it started beeping. Unplug it and it started beeping again. Hit the circuit breaker and it started beeping 5-6 seconds after. I don’t think it has a safety switch or latch, it’s plane Jane old school

I was unable to find a safety switch. It sounds as if you could be having an issue with the board itself.
