Once unplugged you can easily pop out that whole unit. Why are you doing the replacement inside the fixture?

He probably didn’t have the unit since it seems like just the bulb had burned out. Since a ballast replacement seems easier in this case, he did that instead!

nope, PL-T 42W gives about 3200 lumens, Philips CDM-T 35W or Osram HCI-T 35w Are brighter, these lamps can gives maximally 4100-4200 lumens using less power
