I think the french narator is the same one who broad cast the VOK in 2010s. Same person for nearly 20 years and maybe counting because i no longer listen to the radio anymore.

LOL! The irony!! They did. You can literally see in this video at 1:26 KCTV reporting on some marathon between Australia and East Germany! And just before that some accident in a foreign country. I love how lying so blatantly about DPRK has always been a western media tradition. The propaganda that "they know nothing about world events" is still there today but that doesn't means it's true.
