Sounds like a combo of the regular chp siren and a whelen 295 variant

CHP's sirens are modified Whelen 295s as far as I know. The newer ones even have the same air horn as the Whelen 295.

I think the siren siren sounds different to you because of the doppler effect or something. You notice how sirens seem to pitch higher if the vehicle is travelling really fast towards you, but slower when its heading away? That's what Im hearing here.

Yes, and with radios beside their heads on their shoulder, or some cars have a radio speaker up on the interior frame of the vehicle by the officers head.

That was actually a problem in the days when the siren speaker was on the roof. Not so much now, since the siren speaker is now either on the pushbar or in the grille. But it's not as noisy when your moving fast.

It’s not clickbait. The motorcycles usually have a higher pitched Whelen CHP siren, but here they used a classic Federal Signal PA500 designed for CHP.
