Sometimes you can't blame people for trying to gain an advantage in recruiting, maybe they are international students and already have a disadvantage (need visa sponsorship) vs US students. If international students doesn't out perform the US students, it's very tough to get the role. This is something a US student might not understand. Also the few thousand dollar thing, for US students it doesn't seem much, but for international students, that might be a one year salary in their home country. Either way it's not right but it depends on people's background
