Is it important to use grouting in broken pile head ? some engineers recommend to use and some do not recommend. can you explain more about this confusion ?

Is there any process called soil pile, having 12 feet pile depth and in that , bottom 6ft only sand filling and above 6 ft constructing the normal pillar footing...is that method ok in clay soil in city for building stilt +2 floors? pls advice
