The sand paper is to smoothen out the tire surface once you get enough of the tire oil out from the surface you will apply it on. Windex does clean up the tire surface really well.

Proper way is to take the tire off, first glue the 1st half, apply pressure for 30 sec. and then glue the rest and apply pressure again for 30 sec.
