This was an HBO special called The 9th Annual Young Comedians special. I highly recommend watching the whole special if you can find it. It has spawned a lot of top comics Sam Kinison, Dice, Louie Anderson, Bob Saget,

I remember watching this as a kid on HBO. It was the most hilarious thing in stand up during that time. And then our country sort of went through this whole political correctness phase and I believe Bob received quite a bit of flack for his routine. Now that I am in my early 50s, it’s sort of weird watching it having gone through the 80s, 90s and early 2000s.

This routine isn't quite as funny as it used to be. Not for the subject matter. It's that he's poking fun of types of people who would ramble on and on about stuff they had no clue about until it became beyond absurd yet they'd say it with total confidence as if it made perfect sense. I mean, I laughed really hard watching this because it reminds me of people I used to know back in the 80s and 90s, but they're all in the ground now at this point, and there aren't people who are exactly like this anymore. It would be like someone today doing joke making fun of beatniks. Most wouldn't get it because they don't know what one even was or what decade they existed in, but if you do it would be hilarious.
