The real tragedy is in the film's final seconds that show Godzilla regenerating -- and tragic not for the humans but for Godzilla himself as the poor guy is in constant pain from the super cancer his body has become thanks to radiation exposure from atomic testing. Blowing his head off could have been seen as a mercy killing, but the last scene shows that even THAT won't end his suffering.

The mark on Noriko's neck is a spine of Godzilla that infected her and was the reason she survived. It caused her to regenerate. Which is why immediately after the hospital they cut to him regenerating at the bottom of the ocean. If they kill Godzilla, he kills his wife. It's a metaphor for trauma.

The translation (in some of these clips) of hers that says "can this war of yours finally be done" is incorrect and was not the subtitle when it first hit theaters. She actually asks "is your war now finally over?". The former is a bit condescending and rude. The latter is her asking if he's ready to finally be happy with her.

Ironically it was Godzilla himself who saved her. During the atomic blast, she might've inhaled some of Godzilla's cells or G-Cell (skin, breath) which saved her life. That mark on her neck is a G-Cell scar.

The only issue I ever had with this scene is that they didn't have any makeup artists give Noriko any scratches or bruises on her to make the injuries she suffered more believable.
