Novare - I was married to a cop. They saw bad cops do stuff all the time and there was a 100% absolute code of silence. If a bad cop was actually caught and sent to trial, a whole group of cops would take time off work and flood the courtroom seating areas in order to intimidate the jury. It was like a mafia. But I agree with your last point. The system in most cases is designed to shield the cops from accountability. It's a vicious circle.

Phillip White Corps mentality. Was introduced into policing in the early 20th century to instill some sense of discipline and fight corruption. That's why you have all these stripes and military rank calling in modern police. Unfortunately they also adopted the sense of unbreakable solidarity among each other, they now sort of try to combat that with some "the bad ones make all of us look bad" addresses but it will at least linger on for a while. IMHO PBA cards is one of the things they need to actually prosecute. Explain any foreigner what a PBA card is and they look at you like your from a third world country. That and police training just has to be a lot longer, in many states you're faster on duty (though still technically in training) then it takes you to get a barber license.

fight or flight instincts. the police already made a mistake by letting her walk away. police use force to be on top of a situation and to be the ones that control. once a suspect STARTS to be combative it is time to "pounce" on them to keep control. she was drinking and was going out of control. you would change your comment if she turned around and picked up a knife. they did what was right and just. think of how many times in a day the police put their own lives at risk. they aren't going to take a chance.

I was in training for 10 months. But that was 2 evenings a week and all day on Saturdays. We did have extended sessions for firearms training and driving skills, those were all day for 6 consecutive days each. And that was the most in the state.

Police need to be constantly training, and testing. Personally I know its a hard job ,but you cannot be afraid to protect and serve the people and the badge should not give you a licence to kill or abuse. Law enforcement should be held at a even higher standard for the crimes they participate in,and accountability is a must. personally I think they should be required to have yearly or bi-yearly psychological test, & frequent training to make sure they are fit to hold such a position.

What surprises me most about all the police brutality videos is the fact that none of the officers who are witnessing their co-workers beating a defenseless person say something, none go "hey wow, wtf are you doing, he's pinned down, stop" none say anything they just stand and watch. If your not going to report misbehaving to your superiors at least say something in the moment, pull them, stop them, just something that could be the difference between someone leaving with some bruises to leaving with a broken leg. I don't get that part of it.

I believe that when you join the police force, older colleagues will teach you how it's done, and you have to follow. If you disagree, if you speak your mind, if you rat someone out to superiors, you're as good as gone because you're not part of the team. They'll gang up on you and force you out. Then afterwards the cop said he found a dead-rat on his car and other officers would intentionally ignore his calls for "backup" (putting his life on the line), until finally the police department regulated him to "desk duty". Enough with the PC Even if there were countless good videos for every bad one, it does not excise the bad ones. Most people do countless good things for every bad thing they do. It doesn’t excuse the bad behavior. The punishment for having being near open container of beer while a minor is not to be beaten senseless by the police. The punishment for selling loose cigarettes is not to be choked out and killed by the police. And the punishment for lawfully carrying a firearm, or playing with a toy gun, while black is not to be executed by a police officer-no matter how “scared” he was-especially when white people can walk into Starbucks carrying assault rifles and no one blinks an eye. I understand the job is tough. But some professions just can't have any bad apples and law enforcement is one of them. Pilots are another. If American Airlines told customers that while *most* pilots like to land on the airstrip, they'll just have to accept that a few would prefer to crash into a mountain, no one would fly with American Airlines ever again. So why is it that we're okay with *some* cops violating protocol and committing acts of excessive force and brutality against civilians, just because most cops would never do that? In other countries training to be a police officer takes years. In the USA it can take as short as 21 weeks. And get this, you get in easier if you've had military training before...

For the record, people who were bullied in high school don't usually become police officers as revenge. They tend to be the bullies in high school. And that tends to be harder to root out, because bullies tend to be popular, have good grades, come from wealthy families, and be generally liked by teachers. They also have a role in the social order. That's why bullies tend to be very successful later in life. In contrast, people who get picked on tend to be at higher risk for mental illness, and are more likely to be the victim of a crime than actually committing them.

8 years in the Marine Corps including combat deployments to Iraq followed by 11 years in law enforcement and I’ve never been accused of a single instance of excessive force despite being a member of a special operations group. This is the most common story though. If an officer is accused of and found guilty of excessive force then it is the most reprehensible action imaginable. That is the attitude of most law enforcement officers. We’re here to protect and serve. Period. We protect our communities. Race, ethnicity, orientation means nothing. I don’t even have a dog in the race anymore. I only do it part-time these days. My attitude and that of my fellow officers has not changed though. The vast majority are only there to help. We aren’t paid enough to be biased. Like it or not. We’d lay our lives down for $8.00/hour as quick as we would for $65.00/hour.

The new rules follow lawsuits claiming excessive force by officers in the throes of steroid rage filed against New Jersey police, according to a report released by New Jersey Attorney General Paula Dow. I've started watching again the TV series "The Shield" and I realize nothing has changed - there were and there will always be bad cops, we'll write books about them, make TV series, share videos on our social media, but the problem will remain. When I was in college taking a medical course, the first day the instructor went around the room and asked why we were taking this course. One of the guys said he changed his field of study. He was originally going into law enforcement. All the people in the classes were either the high school bullies or their victims looking to get payback. The thought of having to spend 8 hours a day in a car with these people completely turned him off.

One big issue is that many police departments don't have the budget to train officers... so they hire former combat military and those roles couldn't be more different. This is one reason why it feels now more than ever that the police are an occupying army rather than an extension of our civilian government to aid in keeping the peace.

If police had to follow the same rules of engagement as the military, we'd all be better off. edit: I should probably qualify that by saying not all branches of the military have the same level of training or experience in combat situations. But by and large, the police force would benefit from having more combat veterans in their ranks.

Military are trained to not point there guns at people who arent legit targets and they are taught not to fire unless fired upon first. Most cops dont do either of those things. Guys who have skills either have a skill to come back to in the real world or can always make a sick paycheck with one of several merc...er...military consulting companies. I'm a service-connected disabled vet and I spend time at the VA talking to plenty of vets. Yes, in general, that's true. Military people tend to have more discipline. But whether in uniform or merc'd up with outfits like Blackwater, we don't get Abu Ghraib or the Blackwater massacre in Baghdad because everyone in the military always has discipline in every instance. There are plenty of former combat vets who go into law enforcement. Many do well and remember their training. Some do not. The "bad cops" aren't all just donut eaters who are scared of PoCs. The bigger issue is that cities and counties typically don't have the resources to properly train police and thus, they rely on the bigger cities like LA, NY, Chicago, etc or the military to do the training. There isn't a single state with a uniform standard for police training so we have something like 18,000+ PDs and Sheriffs offices just out there winging it. I've talked to plenty of cops who are former military. Some are outstanding...and I've met a few who downright scare the crap out of me because they have no business in a position as a police officer.

Fernando Garcia, I believe that police officers (or any other person in a position to arrest citizens) should be required to have a 4 year degree, preferably in Criminal Justice AND they should also have a Minor in Psychology!! When these people are given the task to “Protect and Serve” they should be well trained and be able to identify a situation where de-escalation is used rather than escalating the situation. My 33-year-old son was the victim of police brutality almost one year ago and he is still going to court every month...with no end in sight. The officers stopped him while he was walking home on a Sunday night and within seconds had pepper sprayed him, broken his nose and broke his humerus bone in half! He had to have surgery to insert a steel plate and 11 screws in his left arm. They continue to collude with the officers on the scene and are not telling the truth about what really happened. It’s one huge conundrum! Oh...and there were no body cams and no witnesses. I will take a knee any day when the National Anthem is played!!!!

We do not murder deaf people in their cars or beat up 20 year old girls on a beach for no reason. BTW the cops who were murdered in Moncton ( where I LIVE) we ambushed. We don’t go around assuming everyone is about to kill us. Most people do not own guns. I think the best thing you can say about that was we brought the suspect in ALIVE and he is in jail for murder. In the US he probably would have been killed in a shootout. The RCMP is working on its sexism problem. Sometimes it takes time. The #Metoo movement helped with this. Best of all, when I get pulled over here I don’t fear for my life. I’m a 46 year old white woman. In a lot of smaller communities, RCMP are the local police. But even though they have their own issues, the RCMP is far superior to American law enforcement. Local police in some areas (like Thunder Bay, ON) have some major issues with racial profiling though.

I've pulled other officers off of people. I've testified against another officer in an excessive force trial. I've stopped other officers from stepping over the line. But I can't do it alone. There has to be a systematic change.

A full psych review would go a long way towards fixing this problem. The self reporting 1 page questionnaire model of screening ( that isn't even a requirement in many places) filters out the stupid, not the vicious. It is no wonder the 'Licence to Bully' lot flock into law enforcement in droves.

Cops Are Cowards. I've been documenting & snipping out their trampling of our legal rights from the mid-1960s onward, until the file simply became too big. I'm old enough now to remember all the times cops would stop myself or friends because though we were White, we had long hair &/or beards, so obviously to cops, long hair = "Hippies" which = Drugs. Cops are the same jocks who used to beat on the younger/weaker students in high school, or elbowed you if they could get away with it as they walked down a crowded hall as the bell rang. Most barely graduated high school and used their connections; a father, an uncle, an older brother, a cousin, to get into the Police Academy. A relative of an ex-cop once told me her daughter, who wanted her entire life to become a Cop, finally turned in her badge after a year or less on the force. When I asked her why, she said that (this is a semi-quote) "Most of them are jerks who drink too much and cheat on their wives". It's a frat house for wannabe Alpha males who've never grown up. They start out lying in Traffic Court and then progress from there. Anything's fair play if you can get away with it, and there's not a cop in the world who will rat out his fellow cop. It's like being in the legal version of the Mafia. Honest cops don't stick around for long because lying is part of being a cop and most cops don't give a flying f-ck about the law since few of them can read. If departments hadn't made body cams mandatory, most cops would simply lie their faces on the witness stand and swear these beatings never happened. Remember, the movie "Serpico" was based on the life of a real NYC cop, and as the movie's tag line read: "His fellow officers considered him the most dangerous man alive, an honest cop". I could go on but I think you get the point. Great ending piece to a great show & told in a perceptive way that people will get & relate to. Police brutality has been going on for decades and it's time we start realizing that it's not & has never been the 1% who are "bad apples" , but the 1% who are good ones, and the 99% who will lie and beat and break the laws they've sworn to protect who're the problem.

Try getting a doctor to testify against another doctor in court. If they do then they lose everything. Other doctors won’t associate with them, they lose their hospital privileges, other doctors stop referring patients to them and their practice withers and dies. Even if they close their practice and move to another place their status as a snitch follows them. Testifying against another doctor is career suicide. For cops its even worse. You testify against or report a fellow officer and you can end up dead. You call for back up and it takes 30 minutes to arrive instead of 5 minutes if it shows at all. You try to subdue and cuff a suspect and the other cops just stand around and laugh while you get your ass beat. When I was growing up I dreamed of being a cop. I finally did become a cop, graduated 3rd in my class by 2 points and went to work at LAPD. 3 years later I’d had enough of the thin blue line shit. I left 3 months before the Rodney King beating took place. 25 years as an electrician and not once did I ever have to “report” or testify against a fellow sparky. I did however testify against a cop who went off on a suspect already in custody, and was completely helpless. The case was dropped when the officer resigned and went to work for a different department. I ended up moving to another state because I got tired of being pulled over for no reason by every cop in town. I don’t know the answer to the problem but I do know something needs to be done. Cops in this country are out of control in so many ways. Like Bill said if it’s a tiny fraction of cops doing these things why are there so many videos of “cops gone wild”.
