Nobi is the actual Dragunov main, but Atif shut him down, with his best form of active defense. Atif would have won the EVO easily if he played the same against Arslan. The pop off he did in the end was at the crowd because most of the crowd, if not all of the crowd, was only supporting Nobi. So it was his way of showing them karma is real.
