They use retread tires here in the States on heavy trucks. They're not safe over the road. You always see recaps laying on the side of the highway. Hard telling how many cars are damaged when they come apart. Heavy trucks are allowed to run 70 mph. They need to be outlawed here as well.

Steam bath allows the steel inside to expand while the concrete is still a semi liquid. As the concrete cures, it holds the explanded steel in place. Later as it cools, the steel tries to contract but is held by the static concrete around it, creating tension inside the piling, which stiffens and strengthens the piling.
