Thanks man, If the bonding wire is still there not so bad at all but when you need to sand into the package it gets a bit more complicated

I have eeprom that is shorted.. can i still recover data to transfer to new eeprom?

nah its toast if vcc/gnd are shorted on the eeprom (assuming its removed from pcb and still shorted)
