In an election-year move, the Biden Administration increased tariffs on a variety of Chinese manufactured products. While the tariffs on China's electric cars, lithium batteries, and semiconductors received a lot of media coverage, the new 25% tariff on Chinese-built ship-to-shore cranes did not.
But port officials from several states have filed formal complaints against the tariffs. They insist that they will drive up costs, and push container ships to friendlier ports in Mexico or Canada. Further, the tariffs are intended to protect US manufacturers of cranes, which don't even exist.
They also introduce a legal aspect to the problem. The Port of Long Beach points out that the Biden Administration does not have the legal authority to introduce new tariffs without full public hearings. The Trade Act of 1974, and Section 301 of that Act, is clear on how and when tariffs may be raised or lowered, and the Commerce Department and the US Trade Representative lack the legal authority to put tariffs on Chinese cranes without full public review.

As a Chinese conspiracy theorist, I believe that the US's imposition of tariffs on China is actually intended to fill the US fiscal gap. Taxing people directly can have a serious impact on elections, but taxing Chinese goods can make people believe that the president is punishing China. However, everyone (maybe except USer) knows that tariffs are essentially taxes on people who buy goods.

Building cranes are high-tech products and it takes a bigger structure to make them. In addition, shipping such a big structure is no joke. The first time a Chinese crane arrived at Oakland port, it made a big news because the crane was so big that the ship could pass Golden Gate bridge only at the low tide period. There was only a few feet clearance. American might think a tariff might help the alternative (such as made in Japan). But, the economic scale of Chinese cranes will dictate the cost of making. Further, Chinese will further improve their products such as speed, accuracy, automation, etc, so that, even with tariff, Chinese new cranes might be more economical. I know the China has developed very efficient port management software which drastically improves the efficiency of ports.

The idea behind all these tariffs and trade wars is to make the Chinese stuff so expensive or unavailable that it pushes the US to start building its own versions of the same stuff. Its an interesting that the US authorities and people still believe that the US has the human technical material and manufacturing and organizational ability to build things like Cranes etc. From my POV the US and the West in general is so far gone that they are simply incapable of building these things no matter what the incentives. I wonder if the penny is ever going to drop and if it does how America as a society will react

Apple made $14 billion in iPhones in India last year. US companies who make up over 50% of manufacturing in Mexico produce more for USA market than China does now. China losing big time.

Indeed indeed ! Nations that can produce goods of every description, and not just offer services, will always be more secure and better off. The US and UK are now realising that. They both made a big mistake outsourcing important production facilities. Even if they wanted to rebuild such facilities, the costs would be astro, the technical knowhow is no longer available, and the people to operate such installations are long gone.

A ship to shore crane is just a lump of steel on wheels with some electrical motors, heavy duty hooks and steel cables. China manages to make it cheap by mass production and optimization with modern and automated fabrication facilities. To make it efficient smart technologies are introduced especially in the information provided to the crane operator. The software needs to be fixed if there is a bug and improvement can be introduced by updating the software. It is the manufacturer's controlling the updates that the US doesn't like because the US has used it to spy on others in computer and smart phone operating systems. US sanction is just a double standard to be used whenever it suits the politicians. Take rare earth for examples for years US has been buying from China just as China handing some $400 billion to buy chips from the US. Once the US bans chips to China the Chinese reciprocates with banning the rare earth. When the US has to put tariff on a crane that is used to lift and drop containers, a syringe used in vaccination or a pair of surgical glove used by a doctor there is something seriously wrong with that country. One thing is certain that country is getting poorer and the government is intentionally increasing the cost of living for its citizens. I keep a record of gantry cranes as in Apr 2024 web page kzbin.info/www/bejne/f3vdh4qOoLakrrs it was reported Cost ratio US/Chinese gantry crane for 85 tonnes is 100/17 = 5.88 times. The video suggests $15 million per crane perhaps at a lower lifting capacity so the US/Chinese crane cost ratio of 5.88 times is credible. The last video was from Biden requiring every Chinese crane to be replaced.

The cranes in the US is nowhere advanced compared to the ones used in China already. The cranes in port of Shanghai is already automated, complete with unmanned transport trucks. US will never adapt this technology to protect the union workers at US ports (ie Longshoreman).

@@CycOp I am aware of the US ports have a union problem preventing the facilities to be modernised to reduce labour. One Shanghai port handles more containers than the entire fleet of American ports too. Yet the US like to show it is still the leader when its isn't. Biden on 22 Feb 2024 has already asked all Chinese gantry cranes in the US ports to be replaced. The tariff may be just empty threat since no Chinese gantry is allowed in the first place. It is also possible that this evil woman Katherine Tai has not done her homework when putting forward the tariff.

hehe remember those amazon superstores that are soo high tech that u just grab groceries and walk out and they automatically send the bill to ur account? And it turns out they employed several hundred call center indian workers in india to watch u on cctv so they can add up the stuff and bill u? lol and the moment the news broke out, they admitted to it and fired those call center workers and instead switched to fully automatic smart shopping carts. That can sense ur groceries and automatically calculate how much u spend etc? well, take 2 guesses which country invented and made those shopping carts. In fact, I saw a documentary about these shopping carts once. And it isnt even new. It pre dates covid. I saw that documentary before covid even happened. i think it was 2018... r they gonna tax those carts soon lol? reality is, china invents and makes everything including stuff noone else has. taxing such products is literally looney tunes lol

If a crane can unload a ship, it can just as easily load one by shoving it in reverse. This means it is just as much a tax on exports as it is with imports.

Makes you wonder if Chinese know who pays tarrifs in China as China imposes far more tarrifs on western imports than USA does on China. China is becoming smaller and smaller part of USA imports. China has been passed by Mexico, Canada and the EU for exports into USA. Vietnam is also becoming huge exporter to USA . I rarely see made in China on higher value goods in USA anymore. It’s nice!
