20:59 The Qinghai Province is the region is supposed to be populated by Han and Hui and are connected to the Political cirlces in Beijing especially the Ma Clans and among other thats why probably why you couldn't integrate them into the Tibetan Autonomous Region. Same for Gansu and Ningxia to an extent as fhey are considered to be a part of China proper than Outer Mongolia or Outer Tibet.
