not quite. Also especially with states the size varies differently. In addition, they would have to do minimum 64 to get all states. The way they did it allowed for 32 teams as 64 teams would take too long.

Speedcubing Central yeah I guess that’s a fair point, although I wonder if every state is even represented at nats, like Im not sure if 3 people from Alaska went this year. I guess they could also mess around with byes for the 1st round and stuff if a bracket of 64 takes too long
