Hey Ron...just in case you haven't been introduced to them...Energizer has their Ultimate Lithium series of AA and AAA batteries. If you have a system where the battery holder hasn't been corroded by leakage, instead of changing to a coin battery, you could use the Ultimate Lithiums. They have all of the advantage of lithium batteries (since they are) but without having to do the surgery of changing sockets/board modifications. They are pricey batteries but over the cost of the whole job, they'll probably save you time/money, in the long run.

They are still just 1.5 cells (well, 1.8V due to their chemical make up). It is Duracell where you have to worry about explosions. The Energizer Ultimate Lithiums have a shelf life of something like 20-25-years and I've seen them in use with low current draw for well over a decade and measure like new (for things like BIOS/Clock on computers). They are currently knocking around $3/battery though so they are not cheap. But compared to changing out the battery holder for a coin type...which is also lithium, they are no more dangerous.

That fancy Fluke multimeter you have is capable of testing those capacitors out of circuit. Sometimes in circuit but the readings may be thrown off by the other circuits. You can confirm that those capacitors are bad before going to the trouble of ordering them. It's a good supposition they are bad by being next to a heat source.

The most common screw you with this machine was the sound board would produce sound but still give a error code even though there's nothing wrong with it. It's a weird game

As long as those RAM chips are, they might be static RAM, particularly at the latency specified (old DRAMs took longer from 70 ns as about the old fastest for a while and as slow as 300+ ns. With nanosecond numbers, you can divide that into 1000 to convert to MHz. So 45ns should be about 22.2 MHz, and you'd want to leave a margin. So 35ns should be good up to 28.5 MHz. So -45 is a little slower than -35, but it may still work.

Had a thought about the back glass paint thing. How about using an airbrush to paint? Thin even coats? Mix up your paint as close as possible and spray it up. ✌️

Before I was able to airbrush the way I would get similar results was by simply thinning out paint and using many thin layers using a brush. Really thinned out paint won't show brush strokes as much, and if you start lighter you can always add layer after layer until it matches the original darkness

I had a fun problem once on an Attack from Mars. It passed all self tests, but in game play only showed a single static screen image, no animations. After a bunch of probing and circuit tracing I found that the FIRQ signal from the CPU wasn't making it from the front of the board to the back through a thru-hole. Soldered a little jumper wire through the hole and the game was fixed. The game software loads multiple screen pages in memory and uses the FIRQ signal to rapidly advance through them, creating the animations. Thus no FIRQ meant you only ever saw screen 0 ... :-)

Also, as a FYI - the ROMs on that board only drive the sound section. Display has no ROMs - it's entirely driven as a state machine from CPU data. The ripple you're seeing is indeed two bad filter caps on the AV board in the HV power supply.

There was a time when you'd find NBAs with their AV board robbed as doners for more popular WPC95 games. This was due to no supply of the ASICs which was the kiss of death. Seeing that being the only board pulled from the game makes wonder if this game had a similar fate and the operator put a swapped bad board in the bottom thinking it was an ASIC problem. It took a few years before they produced replacement ASICs.
